Personal Property

USDA owns and accounts for over 277,000 pieces of personal property worth a total acquisition value over $4 billion. The Department owns and operates the fourth largest motor vehicle fleet and one of the largest civilian aircraft fleets in the Federal Government.

The Personal Property Branch develops regulations, standards, and techniques concerning receipt, utilization, preservation, disposal, and replacement of personal property. The branch manages and coordinates USDA's personal property, motor vehicle, aircraft, and transportation programs and responds to external requests for information related to personal property.

Fleet Management
The USDA owns and operates over 40,000 vehicles, ranging from sedans, pickup trucks, sport utility vehicles, commercial vans, trucks, etc. Fleet Management consists of management and oversight of license plates, fleet charge cards and their associated transactions, as well as policy development and implementation. USDA fleet has been focusing on promotion of fleet efficiency, through right-sizing agency fleets, acquisition of fuel efficient or alternative fuel vehicles, and usage of alternative fuel where applicable. USDA is also spearheading Green House Gas reduction strategies through Fleet for federal Government Agencies.

Directives and Regulations

USDA complies with the Federal Management Regulation (FMR), the successor regulation to the Federal Property Management Regulation (FPMR). As a supplement to the FMR, USDA-specific policies and procedures for the management of personal and real property can be found in the Agriculture Property Management Regulations (AGPMR).

Federal Excess Property Program
Section 923 of the Federal Agriculture Improvement and Reform Act of 1996 granted the Secretary of USDA the authority to acquire and transfer title of excess federal personal property to eligible institutions. The Office of Procurement and Property Management manages this Federal Excess Personal Property Program for USDA.
