II.    FOOD ASSISTANCE PROGRAMS

A.    DOMESTIC PROGRAMS

The Food and Nutrition Service (FNS) of USDA administers the domestic food distribution program. FNS provides guidance and coordinates its activities with those State agencies responsible for distributing commodities within each State. FSA and AMS coordinate with FNS to purchase and supply commodities used in a variety of programs including: the National School Lunch Program, in summer camps and child care centers; to eligible Women, Infants, and Children (WIC) through local health centers; to the Nutrition Program for the Elderly; and to the Food Distribution Program on Indian Reservations.

B.    EXPORT PROGRAMS

FSA through CCC procures and supplies commodities on behalf of the Agency for International Development (AID) and USDA's Foreign Agricultural Service (FAS) for overseas humanitarian and developmental use under Titles II and III of P.L. 480, Food for Progress, and Section 416(b) programs. Private voluntary organizations such as CARE, Catholic Relief Services, and the U.N.'s World Food Programs distribute many of the commodities overseas.

C.    QUANTITIES AND PURCHASING FREQUENCY

Commodity purchases are based on program needs and the available funding authorized by congress. Generally domestic and export purchases are made monthly. In a typical year, approximately two billion dollars are spent USDA-wide in support of both the export and domestic food assistance programs.
