USDA Accountability Plan

This USDA Accountability Plan provides guidance on conducting internal accountability reviews of human resources programs at the US Department of Agriculture (USDA). The purpose of internal accountability reviews is to ensure that human resources are used in accordance with legal requirements fulfilling requirements of Executive Order 13197, the objectives of the Human Capital Accountability and Assessment Framework (HCAAF) and 5 CFR 250. In addition to legal requirements, reviews also focus on effectiveness and efficiency to promote human capital management.

Strategic management of human capital is necessary to ensure that human resources are effectively utilized, and that they support the U.S. Department of Agriculture's (USDA) vision and mission.
