The Office of Federal Procurement Policy issued a memo "Acquisition Innovation Labs & Pilot for Digital Acquisition Innovation Lab” in March 2016 that provided guidance for agencies to establish Acquisition Innovation Advocates (AIA) and encouraged innovation labs or other mechanisms to optimize results.
The Procurement Operations Division (POD) launched a pilot program in January 2020 known as the Procurement Innovation Effort (PIE) as a safe space for the exploration of emerging and well-established practices to achieve better acquisition outcomes. PIE is an operational business infrastructure supporter with an internal education series “Hack the Acq.” as well as consulting services and project support for all POD acquisitions.
The objective of PIE is to educate and support POD’s contracting officers and their supported program offices to capitalize on flexibilities of FAR part 13, and subparts 8.4, and 16.505(b) for more effective and efficient contract actions.
