Procurement Operations Division

The Procurement Operations Division's mission is to be a trusted business partner that provides premier acquisition leadership, support and guidance to the Secretary, Headquarters Staff Offices, and all other USDA Agencies and staff offices on Department-wide acquisitions; to facilitate effective contracting approaches that maximizes efficiency and cost effectiveness and ensures integrity and fairness in the solicitation, selection, negotiation and award of contracts consistent with public policy to meet emerging and ongoing customer needs and mission critical Department-wide procurements.

The Procurement Operations Division's objective is to provide quality service to our customers through effective service/partnership in designing the most efficient and effective acquisition methodologies for awarding and administering contracts that meet their needs and which fulfill program goals, while ensuring compliance with Federal law and regulations; and to be the procurement office of choice by developing and maintaining a knowledgeable and credentialed acquisition workforce while maintaining optimum cost efficiency in operations.

The Procurement Operations Division (POD) provides full range of cradle-to-grave contracting and procurement support (acquisition planning, pre-award, contract award, contract administration, invoicing, and contract closeout) to the Office of the Secretary of Agriculture, Departmental Management (DM) and the Staff Offices, and USDA Service Center Agencies in support of Client Technology Services (CTS), and other USDA agencies. Due to the nature of DM's mission, many of the procurements managed by the Procurement Operations Division are department-wide in scope (e.g., the Integrated Acquisition System, Financial Management Modernization Initiative. In addition, Procurement Operations Division provides oversight, management and administrative support to the acquisition activity in the areas of leadership, compliance (respond to GAO/OIG/congressional inquiries), acquisition workforce certification, training and education, small business programs, acquisition systems, and other special projects.
