Policy & Regulations

Agriculture Acquisition Regulation
The Agriculture Acquisition Regulation (AGAR) prescribes policies and procedures that implement and supplement the Federal Acquisition Regulation (FAR), which is the primary regulation for use by all Federal Executive agencies in the acquisition of supplies and services with appropriated funds.

Procurement Advisories
Procurement Advisories (1) communicate Department-wide policy and/or procedural guidance to contracting activities; (2) delegate to procurement officials authority to make determinations or to take action to implement the policies of the FAR or the AGAR; and, (3) establish internal policy and procedures on an interim basis, prior to incorporation in the AGAR or in a Departmental Directive.

Departmental Procurement Regulations and Notices
Regulations, directives, notices, and policy decisions enable the procurement divisions to carry out the acquisition of supplies and services in support of USDA programs.

USDA Contracting Desk Book, 1.32 (NEW)
The USDA Contracting Desk Book is intended to be a depiction of departmental and subagency/mission area acquisition regulations, policies, procedures guidance and information. For previous, expired versions of the Contracting Desk Book, click here.

Unofficial AGAR
The AGAR has been revised as part of the National Performance Review (NPR) program to eliminate unnecessary regulations and improve those that remain in effect. Due to the dynamic nature of acquisition rules, the AGAR will be revised as necessary to implement FAR changes or to add supplementary material for which there is no FAR counterpart.
