Policy & Regulations

Agriculture Acquisition Regulation
The Agriculture Acquisition Regulation (AGAR) prescribes policies and procedures that implement and supplement the Federal Acquisition Regulation (FAR), which is the primary regulation for use by all Federal Executive agencies in the acquisition of supplies and services with appropriated funds.

Expired Procurement Advisories
As of February 21, 2020 all Procurement Advisories are expired as detailed in the USDA Contracting Desk Book. Refer to the FAR, AGAR, and the USDA Contracting Desk Book for contracting policy, guidance, and information.

Departmental Procurement Regulations and Notices
Regulations, directives, notices, and policy decisions enable the procurement divisions to carry out the acquisition of supplies and services in support of USDA programs.

Unofficial AGAR
The AGAR has been revised as part of the National Performance Review (NPR) program to eliminate unnecessary regulations and improve those that remain in effect. Due to the dynamic nature of acquisition rules, the AGAR will be revised as necessary to implement FAR changes or to add supplementary material for which there is no FAR counterpart.
